With the advancement of geoprocessing techniques, remote sensing, global positioning, among others (GEO), the systematization of information with greater precision on the Earth's surface, with the availability of positioning data, area, distance, altitude and the shape/configuration of a certain place, object or phenomenon (buildings, streets, squares, water bodies, etc.). These same GeoTechnologies contribute to spatial planning, use and occupation of urban land, besides being promising options for building mechanisms that facilitemo city planning, with an emphasis on municipal registers, with information about the urban grid, infrastructure, social data, green areas, etc.
The construction of urban cadastre with the use of GeoTechnologies is an important alternative for the management of urban land, because the reality we passed Brazilian municipalities demand
tools that optimize the public administration, in which the proposition of methodologies and the results of elaboration of registers are needed for the choice of appropriate planning to follow that, depending on the municipality, should require greater or lesser complexity, since urban areas are differentiated by size, population, services and environmental aspects.
The structure of an urban record in digital media integrates a set of other registers with important information, including: real estate, Registration of Trans-
businesses, Tax collection, infrastructure, public assets, Socioeconomic and demographic, of roads and public parks, urban facilities, trades and private institutions, of green areas, leisure and tourism, register of plots and Blocks, etc. In addition to these information, according to the specificities of the urban area, other themes may arise, as related to safety, health, education, transport, etc., that is, any information that can be specialized and which can be represented cartographically in digital format on a computer screen.
The integrated view on various subjects of the urban environment is that it gives a sense of the type record, which should contribute to the improvement of the quality of life of the population, not only for the generation of revenue for the municipality ((ITBI) SHOULD, PROPERTY TAX, etc.), but also becomes a tool
Mint to produce the best social and economic function of each parcel of urban land, considering the needs and economic, cultural and environmental specificities of all sectors occupied by the population.
However, the deployment of municipal registers in a municipality cannot be random. It is imperative that the municipalities to create appropriate environments for urban land planning (such as GIS laboratories), with continuous training of servers that will work directly with the register. The municipalities that come sticking to urban signups have, in addition to the significant increase in storage, the possibility of increasingly precise investments geographically on the plots of urban space, which reflects directly on agile/effective decision-making and in improving the quality of life.
The municipal administration with the use of GeoTechnologies and with the elaboration of urban registration must be
a continuous policy, which arises as a possibility of soil management and optimization that has had a growing visibility, in several countries of the world and also in Brazil, which was published in 2009 Ordinance No. 511, which provides guidelines for the creation, institution and Territorial Catastro Multifinalitário update (CTM). So, with the publication of standards over the next few years, the record will become increasingly necessary to municipal managers should seek sources of funding and qualified professionals for the development of this tool for planning and management of urban land.
